Preserving Achievements: Focus of Cuban Social Policy Guidelines
Preserving the conquests of the Cuban Revolution is one of the social policy guidelines included in the draft party program to be debated during the 6th Congress of the Cuban Communist Party, to be held in April 2011.
Among the achievements listed in the draft program, which is now circulating among the population, are universal access to health care, education, culture, sports, recreation, social security, and social assistance for the needy.
Recovering the role of work as a fundamental way to develop society and to meet personal and family needs is another proposal.
Also, increasing more systematic and sustainable services, and redesigning current policies according to economic possibilities, are included in the document.
Other guidelines are to continue improving education, health, culture and sports, which is why it is indispensable to reduce or eliminate excessive spending in the social sphere.
For instance, in preschool, elementary and middle education, efforts must be made to raise quality and rigor in the teaching process, the draft document says.
Objectives for higher education include making enrollment in different areas of study match the demands of social and economic development, and updating university training and research programs for new technology.
In health care, promoting quality service, savings, the efficient use of resources, and the elimination of unnecessary expenses are the top goals.
In sports, a priority is to promote physical culture as a means of education, and contribute to the people's integral training.
Culture will focus on generating new sources of currency, evaluating all activities that could pass from the budget sector to the managerial system, rationalizing art education and training art teachers.
