The improvised speech broke with the tradition of read speeches. He stated that political independence could not be real if there was no economic independence. Thus, he ratified the right of Cuba and other underdeveloped countries to nationalize the natural resources and the monopolies investments.
He expressed the historical phrase: “Do away with the philosophy of plunder and you will have done away forever with the philosophy of war.”
