A group of terrorists led by Posada Carriles planned to bomb the auditorium at the University of Panama during a 'solidarity with Cuba' event on the night of 16 November 2000, with the aim of assassinating Cuban president Fidel Castro, during the 10th summit of heads of state. The explosion would have caused a massacre.
