Cuba Plans Basis for Socio-Economic Development at Long-Term
The Cuban government is working on the basis for preparing the Program of Economic and Social Development at long term, as part of the updating process that are making progresses on the island, Granma newspaper reported in an article.

According to the daily, the project will include the definition of indicators and specific goals to achieve by 2030.
This is the purpose of the agreements adopted at the 6th Congress of the Communist Party of Cuba (PCC), to update the country's economic model.
In that sense, the official daily of the PCC Central Committee recalled the words by Cuban President Raul Castro, during the most recent Council of Ministers held on April 2.
"If we analyze what we have done we realize that we are advancing at steady pace, because the magnitude and complexity of the problems do not allow to solve them from one day to the next," the daily quoted.
The editorial notes that during the 24 months passed since the Congress, the country has moved to the rhythm of the demand that emanates from the agreements reached at the party meeting, despite an international stage marked by the maintenance of the U.S. blockade, with its policy of trade and financial suffocation to the island.
The publication also mentioned other adverse international factors such as the complex access to credit amid a global economic and financial crisis, "generated by the same rule."
With regard to changes in the country, the daily highlighted the role played by the Standing Commission for the Implementation and Development of the Guidelines, which "has harmonically led the efforts and actions by national authorities and organizations involved in the updating of the economic model."
In this regard, the newspaper also referred to the contributions made by the Ministry of Economy and Planning and the People's Power National Assembly, which has granted legislative nature to the agreements adopted by the Congress.
Among the actions mentioned in the article are the railway development program, the purchase and sale of homes and motor vehicles, the increase of self-employment, the entry into force of direct sale of agricultural producers to tourism entities, and the distribution of land in usufruct.
He also referred to the creation of 126 agricultural cooperatives and the emerge of Senior Business Development Organizations, which improve the activity in that sector and speed up economic activity in the production of goods and services.
The article commented the restructuring of the central bodies of the State in order to design a more streamlined organizational structure, changes in banking policy to facilitate access to credit for natural figures, and the tax system that looks for a better distribution of wealth the country generates.
One issue highlighted is the holding of the First National Conference of the Party held in January 2012, which discussed the work of the organization and the transformations required to perform the role of the highest leading force of the society and the state, as established in the Constitution the Republic.
Furthermore, Granma explained the changes in full development in Artemisa and Mayabeque, aimed at finding ways to allow better demarcation of responsibilities and relationships between the bodies of the People's Power and the State administration.
